The newest version allows you to start from scratch without any GEDCOM. There is an option in the "admin GEDCOM" to "create new GEDCOM". The catch is that this version is not yet available for download yet :(
It should be available in beta any day now.

Yes.... You need a Gedcom file for phpGedView to work. If you are currently using a program for your genealogy, there is probably an option to export your data to a gedcom file.
