I have the same problem in 2.65.4. There is a related post about this titled "Add Child" dated Feb. 18. The reply speaks of not allowing an unlinked individual. This must be a misunderstanding, as the individual being added is linked as a child.
This is the error message:

One workaround for this problem is to use the Java application GDBI to edit the files. It integrates with phpGedView, so you can run it remotely. After you make changes, you must re-import the GEDCOM files.
GDBI is available on Sourceforge.
