There were many problems with the implementation - mainly with caching, cache-invalidation, and performance.
Since the "common" surname list also had inclusion lists and exclusion lists, it seemed easier to let the user add an explicit list of them manually to the meta-keywords config option.
For most people, this is unnecessary, as search engines will find the names anyway, and know which ones are common. IIRC, the feature was mainly intended for sites that do not allow public access.
I'm pretty sure google et al ignore these keywords when they bear little resemblence to the content.
Take the list from the stats block on the welcome page, and copy/paste to the gedcom config setting.
