Admin users can edit the configuration files and add other users.
"Edit" doesn't change anything in the 2.13 version. It is there for future versions. The 2.50b version that I released earlier today lets users with "Edit" privileges add and edit facts on the individual page. It will also allow a user to connect through the GDBI client.

I got everything set up it seems.. however when I click on "Create New User" it goes nowhere.. should this not link to an application form or something? Also get no joy when clicking the "Password Forgotten" link.
have not tried uploading a GedCom file as yet.
