The Geonames bug was fixed prior to the release of PGV version 4.2.4.
I advise you to upgrade, not to version 4.2.4, but to the SVN version. This version self-identifies as 4.3.0, but is actually 4.2.4 with a number of bug fixes.

If you're getting errors while uploading "places/ISR", "places/FRA" and some of the "images/flags" files, your server and/or your FTP client aren't set up to allow file names with UTF-8 characters. It's also possible that your file decompression program isn't working right.
You can eliminate the file decompression program if you look at the decompressed PGV file set, directory "images/flags".
You should see file names such as åland islands.gif côte d'ivoire.gif moçambique.gif and réunion.gif

If you wish to avoid those upload errors, you could delete the offending "images/flags" files and the "places/ISR" and "places/FRA" directories. They're not essential to the proper operation of PGV.

I'm still having some problems setting up the "new" directory, but progressing slowly. Call it a learning exercise, but to repeat: can anyone share the fix, so I can (perhaps) understand the problem? Or not.

No argument there, but I haven't entirely identified the problems yet, and it's going to take some more time (without interruptions to go over it carefully. I'll just have to postpone upgrading for another month or two.

I don't recommend that you pick-and-choose the PGV scripts that you are going to upgrade or replace on your site. Doing so will only lead to problems that can be very difficult to diagnose or solve.
Having said that: replace "autocomplete.php" to solve your Geonames problem.

Rather than asking for the details of the fix, you should be sharing with us the exact nature of your problems in setting up the site.
You might not be the only one experiencing problems, and the solution to your set-up problems might also be simple.
