All seems to be working, except that when I create a new user (via the admin tool, logged in as administrator), and then I logout and try to login as that user, I get the message: "Unable to authenticate user". The user has definitely been created - it is a simple user with user name and password the same ("family").
This functionality worked fine in the previous version. Is there something I've done during the upgrade?

When you created the user did you check the "User verified himself" and The "User Approved by Admin" boxes, if either one is not checked then the user will not be found by the system when they try to log in.

Are you using MySQL or file Indexes?
