I have I54 divorced from wife #1 (no date), married to wife #2 (no date), then married to wife #1 (date) on his PF&D tab.
Can I order them so that it displays as wife#1 marriage, wife#1 divorce, wife #2 marriage w/o using "before May 1980", which is the date of his 2nd marriage?

No, there is no way to overcome the logic of the sort algorithms without entering a date for them to use. Manually reordering without any dates will not defeat the date sorting. However, you actually have a date of sorts as you have his 2nd marriage, so use the BEF notation as it is appropriate and a better defining of the actuality than no date whatsoever.
