As has been stated MANY times, you need to install PhpGedView version 4.3.1 that you have downloaded as an SVN snapshot:
https://sourceforge.net/p/phpgedview/svn/HEAD/tree/trunk/phpGedView/

You can just click on the "SVN" link at the top of this page and download the snapshot.
