I noticed, that one can add a "note" to a family, but not the individuals. The benefit (to me) of the note, I've seen under Family is, that the text is actually shown completely and is not hidden behind an Ajax "+" Sign .....
Are there any reasons for this?

There are two GEDCOM configuration options in the "Display and Layout" group, "Hide and Show" section:
Automatically expand sources
and
Automatically expand notes

What Gerry says is true about Automatically expand notes etc above, but this only applies if the page itself has this AJAX [+] "twisty" code embedded.
Currently even 4.2.2 does NOT have this capability for any Note (Shared or Inline) on the Notes Tab, any Source on the Source tab.
However the Ajax [+] "twisty" *IS* present on any "event" or "media item" which contains a subordinate Source or Note.
So it is a little more complex that just on or off.
This is the oversight to which Greg referred.
(But I am not sure whether this is an oversight or not ... comments anyone??)
Just to set the expectation right for 4.2.1.

On the "Notes" tab, there are links for "Create Note" and "Create Shared Note".

Probably an oversight. It should have the +/-
I have also found that the notes tab for an individual will also show all text unhidden.

I should have said 'sources' tab instead of 'notes'.
I checked those settings and both are set to 'no'.
What PGV version are you using?
I recall that there were some problems in this area that were fixed some time ago.
You should consider upgrading to the newly-released PGV 4.2.1
I have 4.2.0 installed and 4.2.1 downloaded. I would like to have already upgraded but it may take a week or so to find the time :)
