Most people get free webspace with there ISP. Many of those hosts have PHP installed but don't publish it or support it. You can find out if your host supports PHP by creating a file called phpinfo.php with the following three lines in it:

phpinfo();
?>
Then point your browser to it. If you get a whole bunch of info about PHP then you can put PHP pages there. If you get a blank page, then PHP isn't installed on the server.

The $36 a year plan works for me. It includes many extras. Total storage of 10MB, mySQL, php hosting, unlimited email / webmail accounts, ftp / telnet / ssh etc.
For me one big feature is tech support. While their tech support is mostly via online chat, I was very pleasantly surprised at how helpful they were. When I tried using the Jewish calendar support in 2.14 beta (to be much improved in 2.50) they immediately agreed to recompile php using the calendar flag. This was amazing considering what the plan costs.
