PVG has an excellent way of supporting different languages.
However, I am involved in another project that wants to support the Canadian French [over U.S. English]. They going to do this via browser settings. I am somewhat suspicious of this approach and would direct them toward templates and allowing the user to select the language.
Can you give me any good advice in this area?

I'd strongly advise against using only the browser's configuration to determine the language in which web pages are presented.
Many users haven't got a clue about configuring their browser's preferred language.
Sometimes, the text seen in language "A" doesn't make sense, and the user might have to switch to language "B" (usually that's English) to figure out what the text in language "A" is saying. You can't do this if you're using only browser settings.
PGV uses the browser's preferred language during initial setup, before any languages have been made active. After that, the user sees a menu or a series of language icons.
