As you well know, changes depend on our few dedicated programmer (a handful or less), and their revenue-creating jobs, projects in hand, and pressing issues. Several are working on some more major improvements that must be tested prior to adding to SVN and that require many hours of programming to execute.
"Lulls" as you inquire, are not at all uncommon, but apparently you've been spoiled by their quick response to crushing aggravating bugs that are identified shortly after a new release, and the flurry of activity just prior to a release where they work diligently to include enhancements and fix broken procedures.
Relax. You can always pull up the CODE menu here to know whether you should even attempt to SVN update to head, although with SmartSVN you use, its certainly not laborous.

Not so much spoiled, just that up to now, there has always been at least one change every time I clicked Update. So I wondered whether I had a connection problem.

SmartSVN is very good about announcing a connection issue and in the lower right box shows that it is accessing the SVN repository and updating the log file. Additionally, as noted, changes are posted on the code tab which can be checked at any time. It provides both the SVN number and the time to last update: http://phpgedview.svn.sourceforge.net/viewvc/phpgedview/

For two days, I've not gotten anything when I update to HEAD.
Don't get an error message, either. Currently at 5078.
