#861 Translation Tools Unescaped Quote Issue

In version 4.0 During translation process:
If you save a translated text with a double quote (")
without a preceding slash (\), PGV will show you nothing.
Instead, PHP will display an error, which you can not
correct using the PGV tools. You need to download the
file, correct it and then upload it again.

I found out that this happen only for configure_help.XXX.php
and lang.XXX.php. For facts and help-text slashes are
automatically added.
One more thing! Anyone that has an account for a PHPGedView
4.0 site, can execute editlang.php! So watch out!
