#2951 Zoom factor changes when editing

Within Admin options if I "Edit geographic place locations", then go to a city view where the longitude and latitude are blank the default zoom factor is 10.

Just selecting edit for this entry the zoom factor in the dialog box is suddenly changed to 7.

If I do the same with an entry that has a longitude and latitude the default remains 10.

Similarly if I go a neighbourhood entry they show 12 as the default, but for those without longitude and latitude editing them changes the zoom to 10.</image3></image2></image1>
