Sorry for reloading this: rep.id 2702565 reports pgv's autocomplete 'refusal' with diacritics present as "fixed for individuals in svn 5293".
This is correct (in the 4.2.2 release, too, with db and pgv set to utf8) for the "minor" autocompletion of indiviuals' names, but not for the "serious" cases of place names: As soon as typing an accented character in a place name field, you see the background search stop - and have to complete the even longer place entries on foot...
Sorry - I hadn't tested places.
The "PLAC" autocomplete had some extra (unecessary) filtering, which caused auto-complete to fail with diacritics.
Fixed in SVN.
