Wes, where / how on the page do you see that? It's certainly not anything I've ever seen.
'UK Census 1851' is the title of one of the RA modules forms - used for data entry on completing a task. Is there anything 'unusual' in the GEDCOM record for this particular individual?

'UK Census 1851' may be one of the forms--I have not yet been able to get to any of the forms.
But if I go to http://UniGen.us/PGV and login to my non-admin account,
put P706 in the search box, I go to Susan French, b. 6 Jan 1851 in Coles Co., Illinois, USA
Click the Research Assistant tab, and I am informed that the missing information is
birth source, death source, death place, US Census 1860 through 1900,
UK census 1851 through 1901, and Civil War.
And that the most likely place for all is Coles Co., Illinois, USA
So, the heuristics correctly omit all censuses outside of her alleged lifetime,
but since she was born in Illinois, and all the deaths that were identified in her family are in USA,
there's not much reason to go after a UK census. Of course she _could_ have gone to England, but even so, suggesting Illinois for a UK census is a bit weird.
I'm also a little unsure about "Civil War" for a female, though of course there could be pension records.
The only thing "unusual" in the GEDCOM record is the lack of what _could_ be there:

Sorry Wes - I found it was me having a problem - my _factslookup table was empty due to a but many months ago (it had been created as _FactsLookup). Now I have that fixed I can see what you are talking about - and I totally agree. Looks riduculous (in my case) to have peole with nothing but UK events in their life, and a whole list of "missing" US census events.
Actually I may just empty that table again - at least then I only get a list of 'real' missing events. I guess I could remove all the US entries from that table, but I do have some US relatives. Not a good look.

I submitted a patch ([ 1790013 ] Report of missing CENS record) which performs a similar task.
It uses the logic that it should only report a missing census fact if the next/previous fact was recorded in the same country. Thus if I have someone born in 1860 and who emigrated in 1875, it will only report missing UK censuses for 1861 and 1871, and missing US censuses for 1880 onwards.
The RA should use a similar logic.
