#3 Not working at all under Gentoo

The menus, windows etc all work fine, however, nothing
in the rulesets ever changes when I add new rules, or
try to delete old rules. All permissions are set for both
sets of directories to allow apache to RWX all files and
directories.

This was version phpfw v2.0. Server is using PHP 4.3.2
on Apache 1.3.27 (Gentoo Linux).
