We have experienced this problem in other applications. I think the
problem is discussed in this Microsoft posting:

To solve the problem, we use the following headers to deliver files to
users:
header("Content-Type: $mime");
header("Cache-Control: post-check=999, pre-check=999");
header("Pragma: cache");
header("Content-Disposition: attachment; filename={$name}");
header("Content-Length: ".strlen($data));
.. where $mime is the mime type of the file, $name is the file's name,
and $data is the content of the file. Hope this helps.
