Look at the settings of the survey: if it is a private survey, the
seetings might say you can only respond once.
Also, look at the config variable $ESPCONFIG['limit_double_postings'],
if that is set to a number >0 (the default), you can only respond once.
Set this to 0 to disable in your own phpESP.ini.php (don't change the
default file).
