I guess we don't much care about skewing the results, as the purpose of the
survey would be more just to collect information and give a static, pretty much,
set of results with no analysis.

Off the top of my head...
If the question you add is not a required question, and you want to be able
to see how many people chose to answer that question, you would need an
"effective date" representing the date that the question was added, in
order to be able to distinguish non-responses from respondents who
submitted a survey before the question existed. Seems like that column
would need to be added to the 'question' table.You'd then need to modify
the Admin pages like "View Survey Responses" so that they take this into
account.
