Summary: !other isn't handled correctly for Rate questions
Initial Comment:
If !other is added to a rate question and that question is required, the survey cannot be submitted. The !other is either not supported with rate question or not being show on the survey. It either needs to be ignored if someone adds to a survey or displayed/supported correctly.
