Yes, announcements would be global, because it's not possible to know =20
a priori what realm a user is in until after authentication. Per =20
realm "announcements" currently go on the realm-specific surveys, I'd =20
imagine.
Types of announcements include:
* service notifications - "Due to maintenance, the survey system will =20
be down..."
* welcome information - "If you are new to the site, please take a =20
moment to read the help guide..."
etc.
