[phpesp-general] Can't create questions

I just installed on a hosted site and seem to be able to access the
Admin stuff ok but when I try to create survey questions, I get the
following error when I try to create a new question.  How do I fix this?
I can't find the 'allow_call_time_pass-reference' line in the ini. Do I
just add a line?
