[phpesp-general] CSS Themes - Newbie

I have installed phpESP on my localhost Easyphp 1.8 which comprises:
Apache 1.3.33
php 4.3.10
phpMyAdmin 2.6.1
MySQL 4.1.9
It works OK except that it will not use the themes.
The CSS are all there and show on the Admin-General panel but they have =
no effect. Whichever I select the surveys always appear in black and =
white.
Have I missed something simple ?
