[phpesp-general] Merging identical surveys

Hi- 

I have a situation where I have multiple identical surveys-
each in a different language.  I wanted to merge the responses
so I could get a consolidated view of the results pool.

So, I spent a Saturday afternoon figuring out how to merge
the separate surveys into one.  Now my statistics make 
sense across the entire response pool.
