Although, AFAIK, there is no built-in mechanism for allowing the displayed scale
values to be changed, what I've done for scale questions is put the following in
the text of the scale question:

Please choose a number to indicate how you feel about the following statements:
<ol>
<li>Strongly Agree
<li>Agree
<li>Somewhat Agree
<li>Disagree
<li>Strongly Disagree
</ol>
