[phpesp-general] Can't see Respondent & Designer accounts

I cannot see the Respondent & Designer account on the Management Interface menu.

To get it to work with my ISP,  I need to disable auth_design=false
int  the phpESP.ini.php file. Is this why the whole Management
Interface is not showing up?

Is there a fix?
