[phpesp-general] Setting up a private survey

I get a message:"Note: You must use handler-prefix.php & handler.php
when using private surveys."

I can't seem to login when I set the survey to private:
http://developer/phpESP/public/survey.php?name=Test3

I can't login ... so where do I set / or use handler-prefix.php & handler.php?
