Summary: Error in data from Ratings questions when responses emailed

Initial Comment:
Data shown in emailed copies of submitted surveys is
incremented by 1, eg if survey response is a rating of
5 (on a 1-5 rating scale) the response on the email
form is a 6. This occurrs for each possible rating
option, so 1's become 2; 2's become 3 etc.

The data in the downloaded CSV file is correct, it's
only the email data which is wrong.
