i see no reason not to leave an active survey to be
edited: if there is a typo to be corrected...

block the fields (don't let to add or remove fields
from a multiple answers question) but leave them to be
edited.

The availability of a test phase in the survey deployment 
process should be used. It was designed to capture and 
enable last minute changes prior to survey activation and 
deployment.
