Erek,

I looked at this code at one point as well.  IF my old notes are 
correct, this code snippet forces all the rank options to be displayed 
in the results totals, even if it wasn't answered by anyone. 

As an aside, if this is an optimization for the large survey that you 
posted about earlier this week, changing this will have minimal benefit 
speed wise.  This code chunk only runs when you are running your results 
report - not each time one of your 200K submissions are coming in.
