[phpesp-dev] manage.php

Greetings,

I am trying to create a page to allow super users to upload css files.  I
have create cssupload.inc, placed it in the where folder.  However, when I
have a form with the action pointing to /admin/manage.php?where=cssupload
, it fails to go there and just reverts back to the management interface. 
Is there something written into phpesp that prevents me from doing this?
