There's been a fair amt of discussion of this.  search the maillinglist 
archives for your keywords 'csv'...'export'

I think the short answ is: "That is how it is for now."  You can 1) use a 
macro in excel (or similar app) to correct this 2) make your own php mod to 
the correct function.
