Initial Comment:
Suppose you have a user called testing that is in

group1 with password testpass and you have a user

called testing that is in group2  with password testpass. 





Somebody logs in to a survey with testing/testing. Who

has logged in ? Who completed the survey, the user from

group one or group two ?

and if both groups are assigned to the survey ?  
Suppose you have john doe in marketing and john doe in sales which are 
both stupid and take 'password' as their password both have to take a 
company wide survey.

Which ever group is assigned to the survey, when it was made

private.  So if group1 was assigned then the testing user

from that group has signed in.
