[phpesp-dev] purpose of question.public?

Hi,

I need to tweek things so that I can hide certain questions from users when 
a survey is displayed.  I came across the 'public' field in the 'question' 
table.  As I search the source files I see that the only thing this field 
seems to affect is the value of the Public column if you're in 
manage.php?where=report.  Is there anything that I'm missing?  Was 
question.public intended to be a setting for toggling whether or not to 
display a question?  Or was it to be a feature having to do with Private 
vs. Public surveys...?
