I believe it does support this by setting your survey to private, choosing a group, and maxlogins to 1. This makes the survey private and only one submission by those respondents in that group. Here's how you do it. In the management menu choose : Change Access To a Survey Now Make the survey private at the far right column. Now Select the survey name link on the far left column. This brings up the survey Access screen. Select the Group and max logins to 1 (or whatever number you want to limit submissions) at the bottom and click Add. This survey is now limited to the group you selected and can only be submitted by members of that group "max Login" times. chad.
