Summary: Question numbering and Section text

Initial Comment:
I have a survey with 1 question per section (page). I
wanted to have text at the start of the survey and
nowhere else - so I added a section text to the start
of section 1. 

The first actual question is displayed correctly as
question 1 but subsequent sections don't take into
account the section text thus the second question is
labelled question 3
