[phpesp-general] Designers Activating Surveys

Hello,

I've recently installed phpESP v1.4 on a Redhat 7.3 system.  Everything is
running well.  This is good software!

Here's my issue: I've created a new group and added a designer to that
group.  The designer has access to design, change status, and export data
for lists in that group.  I want the designer to be able to activate the
surveys he creates (I assumed "Change Status" would give that ability),
however he only seems to have the ability to test the survey.  Activation is
still only allowed by the superuser.

Is this the intended behavior?  If so, is there any way to allow designers
to activate polls created within their own group, or least activate polls
they themselves create?  I'd like the option to take this little bit of
administration out of the hands of the superuser.
