[phpesp-general] Problem with CSV and permissions

Great script if I can get this last issue solved.  

I have now changed espauth-default.inc to be the root path that I
changed for all other scripts and into a tmp directory under phpESP
directory.  

1)  Test of a survey will transfer my CSV file to a directory on my hard
drive.  This seems to work.
2)  If I activate a survey then request a CSV file it saves it to my
root/phpESP/tmp, but when I try to access it gives me a Permission
Denied error.  I have set all permissions to 777 to see if it will work.
I can not even ftp the file back to my local computer.  The file is
there but I have no access.
