[phpesp-general] upgrading 1.3 to 1.4 final

Hi everyone.  I just grabbed the 1.4 final and was wondering about the 
upgrade process from 1.3   Inserting the new entry into the sql table is no 
problem.  Unfortunately that is it as far as instructions go.  Is it just a 
matter of overlaying the installation over the old one?
