[phpesp-general] Changing file ownership

Hi
I've followed the thread about changing permissions of the exported csv file
to 0777.  I still don't have permission to access the file.  I don't have
root access so I'm stuck.  Are there other actions I could take.  (The owner
of the exported file appears to be HTTPD, if that makes sense or matters)
