well, you can make your survey private. than, everyone would have to 
authenticate before processing it. you can set the # of logins for the 
group of users to 1 (under Survey Access click on a survey name), which 
means they will be able to login only once. if you need a lot of users, 
their name and passwords could be generated by script (it's not included 
with ESP, but shouldn't so difficult to put together).
