[phpesp-general] Rate

I have installed phpESP and it works great except I note that I don't
have the option for Rating on the questions.  I have version 1.3 is
there a different update available?  If so, do I have to re-install or
can I just change specific files?  Thank you for a great program.  If I
can rate it will be excellent.
