[phpesp-general] Limiting users to a single survey submission

Hello, I just installed the software and it's great -- I am having one
problem however.  I can't find a setting anywhere that would allow me to
limit visitors to a single submission of a survey by setting a cookie.  I'm
assuming the software has usch a feature, since without it ballot stuffing
would be a huge problem, but I just haven't found it.

Can anyone help?
