[phpesp-general] ANNOUNCEMENT: phpESP v1.3 RC2 released

This is a RELEASE CANIDATE. This is *not* a production
release. The code is considered stable, but not tested
enough to be a production release. The production release
of version 1.3 will be coming very soon, pending the number
of bugs found in this release canidate. Please download
this release canidate and test it. NOTE: The database
layout of this release is NOT compatible releases before
1.3-RC1.

FIXED BUGS:
 o Multipage surveys not keeping single response ID. (Bug
   #489287).
 o Bug in question numbering when using Rate questions.
 o Moving between questions would sometimes clear question
   options.

If you are using version 1.3 RC1, you can just replace the
existing files with these (and edit paths/config if
neccessary). If you are using a version previous to v1.3
RC1, I suggest installing this in a separate location, with
a new database.
