That's was bug. It should work the you expect (want) it to.
I have just patched the source so that it works. The
development version (in the CVS repository) now works
correctly. This is also the version on the Demo site, you
can try it there. [ http://phpesp.sf.net/demo/ ] The next
full release will have this fix in it as well.

You still cannot change from a question with choices to one
without choices. That is a design decision I made a while
ago.
