[phpesp-general] Allow multiple submissions on public survey

How can I allow multiple submissions to a public survey from same computer?
Is there a way I can alter a cookie to allow say 5 submissions?, or maybe to
expire when browser closes. 

How can I get a captcha to work on submit?

In words of one syllable please, I am ignoramus when it comes to this sort
of thing
