Ok, I've created a patch set for Rate (type 8) Labels and uploaded it
to SourceForge for evaluation.  It's not ready for prime time.

You can probably get it working but it requires a database change
from the 2.1.2 (and 2.1.3) sources.  

The README.txt file in the gzipped tarball has all the info.
