Initial Comment:
Here is a gzipped tarball with some patches, and other information on my implementation of individualized rate labels. 
This is not ready for general usage since it does not include support in the GUI for adding rate labels.  The labels are
added via the customized  phpespmod.pl script (included).

The README.txt file contains the information needed to get started.  There is also an example typescript showing
how it's done.
