Hi Jim and Franky,

This is fun, since I was asking what individual rate labels are, and 
also asking about rate field formatting -- and they turn out to be 
exactly the same thing.

Jim's psychometrician wanted the labels, and so do I -- it's becoming a 
requirement. So please merge; it's a very useful feature.
